I use this in the html:

<noscript id="noscriptBlurb">Your browser does not have javascript enabled. This site will not work until you enable javascript.</noscript>

If you use the noscript tag, you don't need to put anything in the target div.

I haven't read the whole thread, so my apologies if this is redundant,
