Well, to begin with, this means you'd have to put the WPE on your FM
Server machine, which is not the best way to do it; the FM Server
should only be doing server duties, and not having to do the WPE duties.
If it were me, I'd leave the web server next to the FM Server. When
you say you're worried about scalability, are you worried about # of
site visitors, or disk space? If it's the former, you could get a
Drobo, which I have and love; it'll give you up to 4.5TB of disk space
in a RAID, and it's an amazingly-simple device. I highly recommend you
check out the video on their site.
If you're worried about site visitors, then a larger web server won't
fix anything. Mac OS X Server (which is of course Apache) will handle
tons of site traffic, much more than I ever get, that's for sure, and
I have a lot of sites on my web servers.
However, if it's a question of FM being able to keep up with traffic,
then there's not much you do there; after a point, the only thing you
can do is move to mySQL if the site traffic is that huge. So far, I
haven't had to do that yet...
