[FX.php List] PHP File Permissions

I would have guessed that EVERYONE was set to read-only and the other
2 set to r/w, but when I looked at several PHP files on my web server,
all 3 settings were set to read-only.

I'm wondering if this is what OS X Server does when files are
uploaded, or if this is perhaps a function of the server's workgroup
settings. The interesting thing is that when I download one of these
files, I can edit it on my development machine without any trouble.
