[FX.php List] IIS Configuration Changes

Hi Etienne,

I've had issues some days with IIS not responding to localhost if it isn't
bound to 127.0.0.1 at any point... try connecting to the IP address of the
IIS server and see if that works..

The Jakara alias that gets added is a Tomcat module that does the actual
serving...
