Bob,

A couple of basic questions.  In your request for help you are stating  
that you have simply created a new directory on the server and  
uploaded the files just as they had come from WordPress.

To install WordPress you need to have a few things in place first -

A MySQL database and user (a different directory means a different  
blog and a different database although I suppose you could point it to  
the same database and have a duplicate blog)
edit and configure the wp-config.php file appropriately.

If you have already done this, I am sorry for pointing out the obvious  
but there is often something that is missed from the obvious.
