[FX.php List] 956 Maximum number of database sessions exceeded error message

OK, this solved the 956 error for now,

On the top of the admin console there are two sets of green and red buttons.
The left most is for filemaker server
The next one is for web publishing engine

On my third attempt to turn web publishing engine off and on the 956
error vaporized.
