You also don't really need a specific refresh page - you can check for  
the existence of a variable from the submission of the form on the  
same page and then use if statements to put in the database write and  
a php redirect like header("Location: download.pdf");

Just a thought (I'm trying to rid myself of my bad habit of using the  
meta-http refresh)
