[FX.php List] "site down for maintenance" include?

My new site uses a DB driven menu syatem which appears on every page. If the 
FmFind returns zero, then the user is redirected to a static error page . I 
realise that this is not quite what you are asking but it works for me. 
Other files that could be empty - events, news etc won't even display a 
heading if the found set is zero and the rest of the text fills the gap (the 
joys of CSS positioning). Where I expect a return (assuming the file is 
'up') but get none, I redirect the user as per the menu system.

I know that this is not an elegant solution but until I find a better way...
