[FX.php List] How to process Kanji?

When I put
<meta http-equiv="content-type" content="text/html; charset=UTF-8">
instead of what he had, which is
<meta http-equiv="Content-Type" content="text/html; charset=shift_jis">
I get trash on the page rather than the appropriate Kanji.
Any thoughts?
