Gary,

802 does mean it can't be opened, but why?

Is this the first database you have tried to do web access on, or have you been successful with others? Is the database open and visible in the FileMaker Server Admin app? Can you open it remotely with a client copy of FileMaker Pro? Are the Web Server Module and FileMaker Server Web Publishing Engine and FileMaker Server all linked up? If this is on MacOS (maybe Windows also) there are actually privileges in two places, one set controlled by FileMaker under the menu: File>Define>Accounts & Privileges, and the other at the file level controlled by Get Info in the Finder or by some Terminal operations.

Don't know if any of these will help, but it's a starting place.
