[FX.php List] multiple websites with Server 9

With FileMaker 8 we were able to run multiple websites on IIS with one 
FM Server -
We are battling an upgrade to server 9 and have FileMaker tech support 
saying you can only have one website for one FM server and everything 
should be on the same machine.
Does this make sense to anyone?
I thought this wasn't "best practice" - and I can't seem to understand 
why 9 won't work with more than one website.

Any thoughts?
