The characters in "<meta http-equiv="Content-Type" content="text/html;
charset=Shift_JIS" />" are all in FileMaker's standard characters space:

<meta http-equiv="content-type" content="text/html; charset=UTF-8">

Your client should not have a vote in this in my opinion, JIS is
obsolete, as ar KOI-8, ISO-8859-n, and other older character space
definitions.
