[FX.php List] How do I create a conditional Button/link

Please forgive the PHP newbie question.
 
I want to have a button/link "Edit" appear at the end of a row of  table
appear if a date field is < Today and/or if a field "Vote" is blank in
that row?
 
If anyone can point me to an example it would be great.
