[FX.php List] Explanation for occasional test posts

There was a several-day period earlier this summer where no emails
from this list arrived in my inbox. I know the service was out
because I was not receiving my own questions posted during that time,
and then got a flood of messages, including mine, when the bottleneck
was cleared.
So, I can't answer the question about how the list could be "down,"
since I don't manage the list. But I can verify that it was not
sending messages for a while.
