[FX.php List] FX.php on Win2003 Server

Hello all,

I have a client for whom I am going to need to install the FX.php  
class on their Win 2003 Server running IIS. I have typically  
installed on Apache boxes of various flavors but never with IIS. I am  
getting some sort of permissions error, but I'm just not sure where  
it is. The error is:

HTTP Error 401.5 - Unauthorized: Authorization failed by an ISAPI/CGI  
application.
Internet Information Services (IIS)

If anyone could give me any leads on this I would greatly appreciate it.
