[FX.php List] Can't connect with manually installed php on Windows 2008 Server

OK!  That’s good news….kind of.  At least I’m not alone.

So, as soon as The Windows Guy restores IIS/PHP, I can try the direct XML UTL test….and I won’t re-run WPE deploy again.  I have found that it is “The Great Fixer”…but not in this case. ;-)
