[FX.php List] Strange encoding problem

I have a site that's been on the same web server for almost 6 years.

Basically, this client had a collection of thousands (actually 1.2 million) static HTML pages that he used on the web. I took their pages, developed a database to catalog them, and wrote a web app to display the pages.

Now, all of a sudden, we're getting text-encoding errors that weren't there just a while ago; instead of bullets or apostrophes we're getting broken image icons.

Is this a UTF-8 error, and if so, why all of a sudden is this happening on their pages, when the web server hasn't changed?
