Min requirements are MySQL 4.0, and PHP 4.3. OS X server 10.4 comes
with Apache 1.3 installed, 2 is available on the dvd but at the time 2
was not production ready. The best option to updating Apache is to
download the newest version and update.

Apache 1.3 is still valid for WordPress based on what I have seen but
Apache 2.2.11 is the current version.

If the php upgrade doesn't help, I would recommend updating Apache as
well.
