[FX.php List] Worldwide end user environment

Hi Folks,

I understand that there is no one answer for this, but I need to 
figure out how to produce an application that will work 
worldwide...some in developing countries.  I have the multiple 
language aspect figured out.  I now need to know what bandwidth and 
browser support to aim for.  If the range is very large, does it make 
sense to develop for two extremes?  I don't think that the client has 
this information.
