I asked Bob for a link off-list so I could check and this is my finding:

The comparison page is being loaded in an iframe from the dealer's site.  It
works as expected in my installs of FireFox 2.0.0.3, and Netscape 7.2.  In
IE 6 and 7, the default privacy (cookie) settings (medium) block third party
cookies "that do not have a compact privacy policy" and "that use personally
identifiable information without your implicit consent".  If you set it to
low, it only "restricts" third party cookies and everything works.

So to get this setup to work in default IE installs, you need to create a
'compact privacy policy' for your comparison site.  I don't think the dealer
has to create one, just you since your site is setting the 3rd party cookie.

I don't think so.

I think the whole problem is a result of your pages being 'hosted'  
inside a frame...
