PHP.net also offers an in-progress extended help file for English Windows
users.  It contains the docs and the user comments.  It also appears to
integrate with a few IDEs, though I haven't tried that.

I have used that too. Just remember it is only for online use. It has  
no offline copy of the PHP docs, using the official website instead...

I also use PHPfi. It's a great tool. It has AppleScript support for  
looking up stuff from other apps, and includes small scripts for  
BBEdit and Textmate...
The Spotlight-like filtering/searching is nice, but limited since it  
only has the function names... Since v.2 it can also cache user  
contributed comments from php.net, very cool...

I also sometimes use Chmox. http://chmox.sourceforge.net/
It lets me read Windows-style help files on the Mac (.chm files). The  
PHP manual is available for download in this format, and there are of  
course tons of other files in this format available for many subjects...

Regarding my starting tip, many of you may not have noticed that I  
was *not* referring to the (X)HTML markup validator at validator.w3.org
Instead I was referring to the Link checker at http:// 
validator.w3.org/checklink

BTW I do also check my markup(!), mostly indirectly via the  
Webdeveloper Extension for Firefox (http://chrispederick.com/work/ 
webdeveloper/).
This extension is a truly great tool, highly recommended!

It does not however feature an offline Validator. For that you could  
use HTML validator (http://users.skynet.be/mgueury/mozilla/ 
index.html) as suggested by Kevin.
Note that the most recent beta (0.8.x) apparently is not available  
for Mac. It adds an SGML parser identical to the one used by w3.
The version available fo Mac (0.7.x) only offers checks using HTML  
Tidy (which isn't bad...!), so the results are not identical to  
output from validator.w3.org
