What is your starting day? The first day of every calendar month?, 
or, the 31st day after the last download?, or today if this is the 
first download, or today if this is not the first download but no 
downloads have been performed in the recent 30 days?

Phew!

The easy way seems to be to go with calendar month.  In this case, 
just count the number of downloads per calendar month. A potential 
downside...you might get a surge of activity every 1st of the month.
