[FX.php List] Explanation for occasional test posts

Hi folks,

Yesterday, a fellow member of this list asked me to refrain from my 
occasional "Test - Do not Reply" posts.

I apologize if these posts are annoying...and I realized that an 
explanation was in order. I post them to determine if the list is 
down, in which case I track Chris H down and alert him.  Recently, 
the list was down for 4 or so days before I posted a test.

If folks want me to stop, I will do so.  No hard feelings.  Just ping 
me offlist.
